Karlovac To Become The First Low-Carbon City In Croatia

One of the few cities in Europe to adopt a spatial plan for making its districts sustainable, energy-efficient, and climate-resilient is Karlovac, the first city in Croatia. The Regional Energy Agency of Northwestern Croatia provided assistance to Karlovac, one of Croatia's pioneers in the energy revolution (REGEA).

The Interreg Europe LC Districts project, which was started to change strategic documents to accelerate the decarbonization of city districts, included REGEA as one of its partners. The concept was to include climatic and energy factors in spatial designs.


The Ministry of Economy and Sustainable Development, as well as the Ministry of Spatial Planning and Construction, are now working together through REGEA to incorporate the knowledge gained during the process into strategic documents with the hopes of accelerating the energy transition, coping with the effects of climate change, and boosting the resilience of local and regional governments.


Paving The Way For Sustainability And Resilience

The Sustainable Energy and Climate Action Plan (SECAP) of Karlovac's measures were incorporated into the spatial plan after REGEA completed all relevant evaluations and gave recommendations.


According to REGEA, the process resulted in a spatial plan that was approved by the City Council and paved the way for sustainability and the resilience of a neighbourhood to climate change. It was created for the urban development plan of the Lui zone, and it included participation from city offices, utility services, energy suppliers, non-governmental organizations, the academic community, and citizens.


Encouraging Natural Approach For A Better Tomorrow

A complete restriction on the use of fossil fuels for heating is one of the main components (no natural gas network is planned). Only heat pumps or district heating systems will be able to generate heat. The project encourages natural approaches to coping with climate change and aims to establish better criteria for the usage of renewable energy sources than at the national level.


Process into strategic papers with the intention of easing the transition to renewable energy, preparing for the effects of climate change, and boosting the adaptability of local and regional authorities. REGEA claims that the City of Karlovac will serve as a decarbonization model for other Croatian urban areas.
